I view it like tech stores. You can find a lot of stores with computers, but not all of them sell individual parts. Some people don't have enough skills to put together their own mecha (at least not from anything more difficult than a DIY kit). This is about 98% of the population, and about 10% of the shops have individual parts.

Yeah, I think mecha should have built-in communication.

Just ran across a problem with the beanpole campaign.  The person who gave the mission is currently unavailable; Attempting to call him fails, and upon completing the mission (find the raiders) it told me he was at "Door."  It's possibly because I took so long to complete it (I spent about two weeks doing police missions on another spinner).

Edit:  I should mention that it didn't inform me of a deadend, either.

Edit 2:  I found the guy, so I was still able to complete the mission.

Argh, this is a terrible bug. I thought I had fixed it once before but it turns out I hadn't. For the time being I'll mention that if it claims an NPC is in "Door" it really means that they're in a metascene/temporary building.

Actually, it gets very abusive at higher skill levels.  One of my characters regularly talked everyone else on the battlefield out of their mechs.
