I can't find it. I've been told it's at the Snake Lake Waterfront, but I'm full rep with everyone there and overall well liked. I can't find the bounty hunter I'm supposed to be looking for, apparently. No-one even mentions the bliddy thing.

I don't know about an actual black market, but there's the drug dealer you'll meet sometimes. There's also Weasel's store, whose stock is of dubious legality (but not gamewise, never tried buying and selling one of the mechs to another store for their reaction).

In order to get the store at Snake Lake Waterfront, you need to get on good terms with the bounty hunter there. Hmm... I think I'm going to mix things up a little for the next release.

You find the black market by talking to a bounty hunter who says

  Msg1 <I've got a tip for you... if you're looking for the black market, the best one to ask is a pirate...>
 (or if your reaction score isn't high enough, or you've already heard about the black market):
  Msg2 <I was born on Mars, worked as a privateer out of Maquise Spinner for a while, now I'm living on Earth. I have to drift... it's my nature to keep on moving.>

 Then you talk to Miaga at the Pirate's Den, and you say "I'm looking for the black market".

 So maybe the problem is that you didn't talk to people in the right order, and you just need to go and talk to Miaga again.
I didn't see anything that checks your lawful/chaotic reputation in the code for Persona 2512 or 2513 in ADV_FederatedTerritories.txt

I've talked to all people in the area. No bounty hunters in SLW, for me at least.

is Miaga alive and well?  If you've seen the message about the existence of the black market, the variable is set that makes the code give you the option of asking about the black market when talking to Miaga.

 Miaga shows me the black market in my current game.

Miaga is living, the bounty hunter is living and said msg 2 (its bounty hunter, not pirate btw), but nothing happens.  Actually, the msg1 for me is: I often hear that Bounty Hunters generally where to shop for adventuring equipment."  The fact that i got no response beyond msg 2 from the bounty hunter is strange after getting msg 1, since in older versions i was able to get an answer.  Taking into account that when i had a green reaction meter (now its red) to the bounty hunter, I got no response from the BH about Miaga and the store.

The bounty hunter only says msg1 once.  And s/he only says it when your reaction score is > +15 / 100, IIRC.  If that happened in the past, you should be able to talk to Miaga about the black market.  (Should, as in if you can't then either you remembered wrong about seeing msg1, or it's a bug.)

 That's the rumour, and anyone can say that.  It's not directly connected to setting the variable that lets you ask Miaga about the black market.  Any scripted conversation can have a rumour associated with it, so you know to e.g. talk to the Kettel corp. people because one of them has a mecha mission to offer (if they like you).

Things have been changed, so in the next release there will be one or two more ways to activate the black market.
