Well first - how about giving enemy NPC pilots chances to roll for a talent or two. That should include only talents that could be beneficial in mecha combat. Ideally that could be dependant on the type of mecha like high chances for Born to fly for flying mecha or Sniper for Longman or Radcliff but that would probably require adding likely talents to every mecha description.
Second - for every NPC - chances for talents according their professions. I guess that an expirienced soldier could be Hard as nails and a famous professor could be both Savant and use Scientific method.
Maybe only unique characters in static subplots should get some fixed talents. And for balance issues every generic Buru-Buru class mecha pilot or town bandit shouldn't get any even if prerequisites are met.
Third - I guess that some talents should be unavailable to robots while a few to be designed for them only. For example a talent of Self-repair to regenerate general and limbs hit points at a fairly slow rate. Or a modification of already suggested talent to add a small amount of armor to the skin. I can't invent other examples as I don't know the details about how computers, robotics, codebreaking,... is/will be implemented in GH2.
