Snake Lake Smuggling Ring Quest (Possible bug?)

So, I already took the Data Catridge from Snake Lake Sewer L1. But then, when I talk to Torgun or Tekcha, I don't see any option to hand the Data Catridge, just "Chat" and "Goodbye".
They are the bandit or Guardian I suppose to give it to, right?
Or do I need to reach certain level of relationship for the option to appear?
My relationship with them is just around 1/4 of the bar.

The quest does have a time limit built into it, I believe. If it's not solved within the first two days then the smugglers escape. Check the news and see if that says anything.

Oh no, I'm on day 5 already. I don't find the news but I guess it must have appeared on day 3 or 4. Is the lancemates I'm missing any good?

There are worse losses. The cop's tough and capable, but doesn't train well (and, like most NPC's, is missing a few useful skills.) The thief is pretty neat, too. However, the game gives no shortage of other lancemates, and I usually dispense with both of these.

After you grab the data cartridge then the rest of the mission is really easy, I won't say any more but the next character you make..You should be able to get the quest done in less than 5 hours.
