What if, instead of modifying action speed, Initiative modified weapon recharge rate? This comes to mind because I tried making a heavy weapons pilot, and with his speed of 16 and initiative two he ends up sitting there doing nothing for 3-4 rounds in between firing because his two weapons are speed 1 and speed 2 respectively. (and he's already at -4/-4 MR/TR. Stupid sexy heavy GR-24.) This would make it a nicely viable skill for certain types of weapons (namely, the too heavy to carry lots) but hardly game breaking for most weapons loadouts.
