GH1 Paramedic search

Cant find the paramedic.
I found the nature trail, walked through all 3 parts, found the earth shrine but not the paramedic.
Tried calling on the phone "paramedic", no luck.
I tried rising my awareness to 7 and then do a search. Still no luck.
Help.

Paramedic is found at the end of a hiking trail, which is generated at a random town

Snake lake nature trail is a different trail
