DIFFICULT:  A Difficult weapon cannot be fired while moving and takes 3 times as long to fire.

*Artillery Mech reaches the top of a hill and stops, bracing pistons extend downward into the ground, the barrel of it's Gauss cannon unfolds over it's shoulder and begins to track it's target...tracking...tracking...CRACKA-BOOM*

I'm going to recommend SLOW and STOP again.  SLOW should be a status effect like Overload that reduces speed in increments, and STOP should have a rating like BLAST that determines maximum number of rounds it is in effect.  Alternatively, I wouldn't say no to a melee-based grapple attack that holds an opponent in place at the expense of not being able to use weapons on that limb/s and can be broken with a Mecha Fighting roll.

Perhaps cold-based weapons, generally short ranged but also available in grenade launcher ammo format as well as negative energy lasers would be examples of weapons that can cause slow status effects.

However this weapon would probably work contrary to Overload status.

Grappling would more likely produce a 'PINNED' status effect though it would result in both Mechas being sitting ducks for the duration of the pinning, and only small scale weapons, mainly integral, being able to fire.

Completely random suggestion:  Increase the module size limit to 2 over the torso/mech.   1 over just doesn't feel like it really represents the truly over the top over-sized limbs some novelty mecha deserve.  I'd leave armor limited to 1 over, though.
