Nope, the core story enemies are the Blades, and most chapters were run of the mill military missions, some of them were given by police forces (who after getting the errands done, turned back to distrust me).
I'll try another character to check later.
Maybe is hate by proxy... could destroying L5 alliance patrols gives you this?
